SYHPANZ - working to support the development of youth health professionals and the youth health sector in Aotearoa New Zealand

In September 2007 the Society of Youth Health Professionals Aotearoa New Zealand (SYHPANZ) was established to address the needs of doctors, nurses and allied health professionals working within the youth health scope of practice in New Zealand.

In the past 5 years there has been an increase in the number of community-based health services and school-based services nationally. The development of health services in teen parent units, alternative education units, CYF care and protection units and youth justice residences have been identified as important areas for development. Recent government funding will see the expansion of nursing services into decile 1 - 3 schools, teen parent units and alternative education over the next 3 years. The rapid increase in the number of nurses, doctors and allied health professionals working in the youth health sector has necesitated a planned approach to youth health workforce development.

Youth health training programmes, career pathway development and vocational registration in youth health have been identified as areas to be addressed in order to support best practice. Providing training that increases capacity within the wider primary health care sector and that allow for increasing  youth health specialisation is desirable.

Doctors, nurses and allied health professionals working in the youth health sector are invited to join SYHPANZ.

Membership of SYHPANZ will support the development of youth health specialty in Aotearoa New Zealand.

The SYHPANZ annual membership fee is $45

Goals of SYHPANZ:

(a) To promote, support and further the knowledge, skills and scope of New Zealand doctors, nurses and allied health professionals working within the youth health specialty (young people aged 10-24);

(b) To work with New Zealand health sector professional bodies and colleges to enable health professionals to meet the standards required for recognition as youth health specialists; this could include setting standards and evaluating the competency of individuals;

(c) To do anything necessary or helpful to the above purposes, including participation in research, training and certification of practitioners.

1.    Welcome - Round of personal introductions by those attending the AGM

2. SYHPANZ Chairpersons report – Annual report read by John Newman

The report was amended - pg 2, paragraph 2, point 8 to include the; Royal New Zealand College of General Practitioners

· Developing a relationship with the Paediatric Society of New Zealand, the Royal Australasian College of Physicians and the Royal New Zealand College of General Practitioners.

SYHPANZ Chair person’s reports accepted unanimously

John Newman resigned from position as SYHPANZ chairperson – resignation tendered due to commencement of position at the Ministry of Health within Child, Youth and Maternity team.

John Newman offered to continue as a member of the SYHPANZ Executive

Peter Watson gave thanks to John Newman for his leadership of SYHPANZ during the first year and his continued commitment to the development of the youth health specialty in New Zealand.

 

3. Financial report from the SYHPANZ Treasurer – Peter Watson

Since the establishment and incorporation of SYHPANZ there has been only 1 financial transaction for the Society that being the $100 incorporation fee paid to the Ministry of Economic Development by way of a loan by Peter Watson.

John Newman confirmed his availability to continue as a member of the SYHPANZ Executive (John had earlier resigned from the position of SYHPANZ chairperson due to the conflict between this position and his new role within the MoH – Child, Youth and Maternity Team).

Gill Alcorn confirmed that no resignations of SYHPANZ Executive members had been received

Consensus from meeting attendees that special interest sub groups can be formed at a later date.

5.1 At a Society Meeting, the Members may decide by majority vote:

(a) How large the Committee will be

SYHPANZ Annual General Meeting Closed 12.30pm

6. Membership discussion

a) Proposal: That the application for membership of SYHPANZ be accepted from doctors, nurses and allied health professionals working in the youth health sector with a current Practicing Certificate/ Registration. (E.g. Medical Council of New Zealand, Nursing Council of New Zealand Practicing, New Zealand Psychologists Board).

b) Proposal: That the membership application for SYHPANZ is available on the NZAAHD website and that a paper copy of the membership application form is available from the SYHPANZ secretary following the AGM.

c) Proposal: That the SYHPANZ annual membership fee be set at $45.00 (Based on the NZ Sexual Health Society membership fee)

Discussion:

Discussion was held concerning the proposal to set the SYHPANZ annual membership fee at a level of $90.00. It was reported that a large numbers of school nurses nationally, particularly those in part time employment would be unlikely to join SYHPANZ.

Discussion was held concerning the value of having a wide membership uptake nationally from doctors, nurses and allied health professionals working within the youth health sector.

Discussion was held concerning the need for the SYHPANZ Executive to prepare a financial budget to support membership costs

Discussion was held concerning the ability to raise the SYHPANZ membership fee from $45.00 at a later date should the work of the society and the annual budget warrant this adjustment.

Discussion was held concerning the SYHPANZ membership fee and the ability of NZAAHD to offer a membership discount for members joining both organisations.

Discussion was held concerning the application for charitable status of SYHPANZ in order for donations to be accepted for rebate by IRD. Anganette Hall indicated that she would pursue an application for charitable status in her role as SYHPANZ Treasurer.


7. The appointment of SYHPANZ members on national committees. E.g.  Sexual Health Advisory Group (SHAG)

a) Proposal: Where a request is received by SYHPANZ for youth health professional representation on national committees the secretary will circulate the membership for nominations. Nominations will be reviewed by the SYHPANZ executive and an appointment made based on professional experience and availability.

Discussion:

Discussion was held concerning the need for persons nominated by SYHPANZ onto national committees to report back to SYHPANZ concerning the activity of the committee.

A consensus of those attending the meeting was that a report to the SYHPANZ – AGM by the nominated committee member was desirable as this would validate their professional contribution and establish a level of personal accountability.

Since the incorporation SYHPANZ as a society in 2007 there have been approaches for professional representation on national committees and the use of SYHPANZ as a vehicle for obtaining youth health professional expertise was noted

8. The professional review of draft documents relating to youth health and development and documents which include aspects of youth health service delivery.

The professionals review of documents for the purpose of SYHPANZ endorsement. E.g. Depression Guidelines – Identification of common mental disorders and management of depression in primary health care.

Proposal:

a) That the SYHPANZ Executive forwards to the SYHPANZ membership draft documents that pertain to the youth health professional sector in New Zealand for review and comment.

Proposal:

b) That a SYHPANZ clinical review committee be established for the purpose of reviewing, collating and providing professional comment on youth health draft documents and authorising SYHPANZ endorsement.

Discussion:

Discussion was held concerning the above proposals and the meeting attendees were supportive of the above process.

Confirmation was provided by the SYHPANZ Chairperson, Peter Watson that that the SYHPANZ Executive would have that mandate to appoint the ‘Clinical review committee’ members.

The process of making medial releases of behalf of SYHPANZ was discussed and the SYHPANZ Chairperson was considered to be the media spokesperson in the absence of a formally established SYHPANZ Media release policy/ Communications policy.

It was confirmed that the SYHPANZ Executive would make decisions concerning the need for media release/ communications.


9. Affiliation of SYHPANZ with professional colleges/ organisations. E.g. The Royal College of Australasian Physicians (RACP).

a) Proposal: That the SYHPANZ Executive committee investigate the possible formal affiliation of SYHPANZ with other professional colleges and organisations.

Discussion:

Discussion was held concerning the possible influence of SYHPANZ on other organisations and the need for discussion with key organisations and colleges.

The need for a closer link between Health and Education was identified and the role of SYHPANZ in this ongoing dialogue was discussed.


10.  SYHPANZ Logo development

a) Proposal: That the SYHPANZ Executive committee in conjunction with the SYHPANZ membership undertake to develop a logo for the use on letterheads, website and publications.

Discussion: The idea of a “Logo design competition” for young people was raised as a means of developing a Logo for SYHPANZ.

The SYHPANZ Executive confirmed their intention to undertake SYHPANZ Logo development as an early piece of committee work.

11. General Business

Discussion:

1) Media liaison

Discussion was held concerning the need for SYHPANZ to be both reactive and proactive in regard to media discussion

Reactive – e.g. requests for media comment on current youth health issues

Proactive – e.g. promoting the professional youth health sector

2) Youth Health Pamphlets – Review by the proposed SYHPANZ Clinical review committee of pamphlets used buy youth health professionals and endorsement by use of the SYHPANZ Logo.

3) Discussion was held regarding the endorsement of national youth health pamphlets by the Paediatric Society of New Zealand given that paediatricians also work with a significant section of the youth population. The consensus of the meeting was that this was out of the jurisdiction of SYHPANZ. The value of ongoing liaison between the Paediatric Society of New Zealand and SYHPANZ regarding areas of common interest was confirmed.

4) The need to develop a Mission Statement for SYHPANZ was raised. The meeting was directed to the Rules of SYHPANZ accepted at the time of incorporation as a society - 24 October 2007

The purposes of the Society of Youth Health Professionals Aotearoa New Zealand are:
